How to Make Tissue Paper Flowers

What do I need to make pipe cleaner flowers?

You’ll need tissue paper, pipe cleaners, scissors, and a small cup or round object to trace circles. Optional extras include tape, a ruler, or additional pipe cleaners for leaves. These supplies are inexpensive and easy to find.

  • Use a cup to trace a circle, then cut through all the layers at once—perfection isn’t needed. Use 8–12 sheets of tissue paper for a fuller flower. Fewer sheets make a more delicate look.
  • Poke two small holes in the center of the circle and thread a pipe cleaner through, twisting it to secure the tissue paper and form the stem.
  • One layer at a time, gently scrunch the tissue paper up toward the center, turning as you go so the petals have different angles and texture.
  • Carefully separate and fluff each layer to create a full, natural-looking flower.
  • For extra detail, trim the edges into rounded, pointed, or wavy shapes.
  • To finish, twist small pieces of pipe cleaner onto the stem and shape them into simple leaves.

How do you cut tissue paper for flowers?

Stack 8–12 sheets of tissue paper together and trace a circle using a cup or lid. Cut through all the layers at once. The circle doesn’t need to be perfect—slightly uneven edges actually make the petals look more natural. You can also trim the edges into rounded, pointed, or scalloped shapes for different flower styles.

How many sheets of tissue paper do you need to make a giant flower?

To make a giant tissue paper flower, use 12–20 sheets of tissue paper. More sheets create a fuller, more dramatic flower that works well for party backdrops, wall décor, and large displays.
