Preheat oven to 425 and line a baking sheet with parchment paper and set aside.
In a mixing bowl, add sugar and mix well.
Add 1/3 cup heavy whipping cream, egg and vanilla and mix until just combined.
Fold in chocolate chips. Dough may be sticky.
Drop dough onto prepared baking sheet and shape into an 8" circle about 1/2" thick. If dough is sticky and you need to, add some Bisquick baking mix to your hands to prevent the dough from sticking.
Gently score the dough into 8 triangles with a sharp knife.
Using a pastry knife, spread remaining 2 tablespoons heavy whipping cream on top of dough. Sprinkle with coarse sugar.
Bake for 12 minutes or until golden brown.
Remove from oven and let stand for five minutes before using a sharp knife to slice through each scone.
Let stand to cool a bit more and serve warm.
Store leftovers in an airtight container at room temperature for up to 2 days or freeze for longer freshness.
