Make your filling in a stand mixer or using a hand mixer. Beat butter until fluffy.
Add sugar and mix for 1-2 minutes. Add vanilla and cream and mix until fluffy, about 3-4 minutes.
You can either use a piping bag and pipe the filling onto the bottom of a cookie or spread it with a spoon, regardless of your choice add about a tablespoon of filling to the bottom of the oatmeal cookie. Place another cookie on top of the filling.
